I'm in the same boat, if I had a place to track it and if it didn't rain here constantly I'd have fly-n-driven this home before I went back to work two weeks ago.

One sided? It's on both sides. Pull on one side for up, pull on the other for down. Or push the opposite side if you prefer. The paddles pivot around the steering column. Sure, there's only one rod that travels down to the gearbox, but that's because it can push and pull.
Gauge placement is a personal thing. I'm sure you could modify both if they bother you. The car was originally built with a different gauge set from the original engine, when it got the fuel injected R1 motor the R1 gauges were dropped in.
