Same reason for a SBF instead of a mod motor. Person couldn't be bothered to figure out a new system.
Turbo blowing through a carb isn't an awful idea. Latent heat of vaporization loses more intake temp than an intercooler would. Gotta be one of those fancy boost referenced carbs though.

Correct on the need for a special carb in the blow through application. An enclosed carb would be a workaround.
I do like Crown Vics, owned three panther platform cars in the past. I always wanted to manual swap one. My goal would be a stock appearing sleeper, which this is not.
I mean, I'd be swapping it back under a truck body so truck motor makes sense...
