The Australian rule for P plates has come about from many studies of teen behavior/ crash stats/ etc. 
Australia pays for the health costs of people. so people in the hospital because of car wrecks cost the Govt money. So they pass laws to prevent Teens getting hurt. 
And Yes, Australia is a Socialist paradise where they people have no Freedoms. Since i am sure somebody will say that.

the short answer is 
The Australian P plate law is the LAW in Oz... 
and even though its not the law in 'Merika, 
it still is a Great guide to follow for the Health and Safety of the Teens in 'Merika. 
And if you don't have the Cojones to say to your buddy, "hey, you know , the law in Oz says--  A high-powered vehicle is a car that has been manufactured on or after January 1st 2010 and has a power-to-weight ratio of more than 130kW/t (kilowatts per ton).  If the car was made before that date, it's considered high-powered if it has 8 or more cylinders, has a turbocharged or supercharged engine that isn't diesel, has an engine power output of more than 210kW, or is a rotary engine with a capacity of 1146cc. -- maybe you should get them something a little less high-power. The KID wants the car... NOT the parents...  

Parent's rule... "You can only have a 4 door car" clearly shows the parents  are trying to be safe.  I betcha they would LOVE an excuse to put the kabosh on the "fast car" requests. And a codified Law is a great thing to wave in a Teens face...

I am looking for leads for an RX8. 
 

My kid drove one. At speed. On a track. He learned to drive a manual driving an RX8. He's not dead. He's a damned good driver.

If you think this message is important, start a thread on the subject. I would be very supportive. The title of THIS thread is "Wanted to buy- RX8". Absolutely NOTHING you have said has helped contribute to that goal.

My only concern with putting a teen in an RX8 would be the reliability aspect. It'll teach the value of keeping on top of fluid levels, that's for sure!

BTW, an RX8 has a power-to -weight ratio  between 97-116 kw/ton. By your own definition, and in accordance with Australian law, it's a slow car.

So, as long as crazy bill ramblings have derailed the thread anyway, the Oz law is sort of interesting:

RX8 does not have 8 cylinders and is a slow car.

RX8 is not turbo- or super-charged and is a slow car.

RX8 has less than 210 kw and is a slow car.

RX8 has less than 130 kw/ton and is a slow car.

So it meets their standards for a teenager to drive until we get to "rotary engine over 1146cc".  Did they add that line specifically to catch the RX8?  Wow, what did mazda do to piss off Australia?!

My son is going to get an rx8 also, so I am interested in what you end up finding.  Beware of anybody that tells you to drive an old car for safety reasons.  Old cars are not safe.
