It must originally be a Top Gear segment, because it certainly sounds like Clarkson doing the interview. Today was the first time I've ever seen it.

i agree, most definitely Clarkson. Maybe on one of his other specials, haven't seen it on top gear but may be on one of the old episodes I'm catching up with on Netflix

It was on Jeremy Clarkson's Extreme Machines. The man who built the car started on it in 1978 and finished it in 1998. http://en.wikipedia.org/wiki/Pierre_Scerri

I'm not going to watch it this year, but that is some awesome work. I don't quite understand the why of it- if I had the skills I would've built it 1:1 scale.

My sentiments exactly. It's an amazing achievement, but on a personal level I would be disappointed when done - and it seems like he is, too. "Great, I made a sculpture that makes noise. What now?"
