Motor-swapped Civic - how do these get through emissions inspection?

Purchase 1995 Civic in the same color, swap everything but the VIN tag.

Thanks guys - appreciate all the suggestions and tricks. As this one needs to double as an interim daily driver when needed (and remain NYS friendly), I ended up taking a pass on it. If it was something uber rare, I'd probably be more inclined to figure it out, but a late 90s Civic - even with some go-faster bits - is still just one of eleventy-billion out there.
