We're having fiber installed in our neighborhood, it's been 6-8 weeks now.

Right now there is a hellish noise, one-to-two blocks away, and it sounds like a cross between a big wood chipper, a router, and a chainsaw.

WTF is that?

Probably a cross between a wood chipper, a router and a chainsaw.

But, seriously, a horizontal drilling machine? We once had one break down in front of our house.

I'm gonna guess it's a concrete saw.

The drilling machine was cool. The one at our house broke, though. They couldn’t disconnect the auger or whatever that comes out of the machine. That meant that they couldn’t load it up onto the trailer. They were out working on it until late that night.

You could have a combination of horizontal boring and vacuum excavation going on. The two machines work together very well.

Could be an asphalt grinder.
