Short version, I have to replace a mirror on my wife's 90 VW Golf Cabriolet. Her car is a "Triple White" version. The mirror housing got broken and the only one I could find is black. I need to paint it white.
I can't sand the mirror as it has a texture that I don't want to sand off or it won't match the other side.
Any tips?
Im guessing you already have paint to match.
Make sure you do a really good job of degreasing the mirror before you spray. Also, I know the body shop guys have a pre-primer they use to make the surface adheare better. I have also seen duplicolor products that are a pre-primer
Sem makes a rattle can adhesion promoter for just this purpose.

I just used the colormatch rattle can on my saab 9-5. it held up perfect for 5 years.
Surface prep with a good solvent to clean the surface of any wax, etc. and then adhesion promoter or "plastic primer" and then paint.
You can also scuff it with a scotchbrite pad. You can buy them at Dollarama. The ones for doing dishes work fine.
