I have lived next to a meth house for three years. In the 50+ calls we have experienced dealing with them over that time I have gotten to know officers by their first names, have a parole officer buddy, and the personal cell phone number of a local prosecuting DA. If your state is like mine, law enforcement has very little money and officers have been instructed to leave non violent offenders on the street to save space in the expensive to run jails for the violent ones.
i had my f350 parked on the street downtown and came back to find a note on my windshield letting me know that someone had backed into my bumper. they left a name and # and told me to call them about any damage. I looked long and hard for damage and couldn't find even a paint mark. I was amazed that someone would leave a note when they left no obvious damage at all
My brother parked in a large parking garage in New Haven. When he came out to his car, he found a huge dent in his door and a note on his windshield.
The note read:
"Hi, Sorry I hit your car. My license plate number is 123-BerkeleyYou".
This was clearly fake, as Connecticut plates have only six digits. Fortunately, the garage had security cameras and they recorded the whole thing.
