Because you do 95% of the looking around while driving through the windshield and front 2 windows. If you have 2 outside mirrors you can tint the backglass, rear, and quarter windows as dark as you want, even opaque. That's because you can look out the LIGHTLY tinted front door windows into those mirrors and see behind you, like a truck. That's why the law reads differently for front seat and back seat glass.
Contrary to popular opinion, especially (for some reason) among the tinted window fans, cops are not always arbitrary shiny happy people.
