Anyone in Wisconsin fix up old Yugos cheaply. my father garaged his in 92 when the brake locked up, when he found a replacement in 1995 the thing started right up and blow antifreeze all over and went back into the garage. Not sure if its worth fixing but I would like to have it back on the road, always wondered if the carb could be leaned out so the thing would get better MPGs. Ah well.

A Yugo is a poorly built Fiat. Ask the Fiat guys what you need to do to get it running. It's the same engine as a X1/9, 128 or Strada for the most part. Better mpg? Not likely. The car is built with 1960s technology, and is simply limited by it's weight, gearing, lack of aerodynamics and mediocre power output which means it has to work hard to achieve modern driving speeds.

The upside is they can be made into a fun car with a few suspension modifications and some performance enhancements that do little damage to the mpg.
