I am going to guess that the initial injectors can't flow enough fuel at WOT to reach the max performance that the engine is capable of, so the secondaries kick in when the throttle plate is wide open.

Not really, the upper injector changes the weight of the air column and effectively changes the tuned length of the runner. Dr Frankenstein and I pondered over many evenings on the dyno about making a sliding intake (trombone) to optimize torque and HP, we weren't thinking outside the box. A few years later this concept came along.
Here's another a 300?hp Honda with a slide throttle, you can see the main lower injectors and the upper 4 hoses go to nozzles in the airbox at the top of the runners.
