That is completely home built. Tubing frame, Honda Civic power train at the back, fiberglass body sculpted and molded by the owner, Neon windshield, Taurus headlights. Those wheels are 14' diameter, which shows how small it is. Find it here...https://www.facebook.com/groups/867119580122571/ .......I chatted with him briefly. He says driving it makes the road feel larger.

Look closely....  the wheels are on the ground.  The jack is just unloading the suspension a little so he can do whatever it is he is doing.
