Where do i start on a budget?
I want to be famous.
I don't know what your doing, but it sounds like something I want to be a part of. Either that or it will qualify for the "ever done anything stupid" thread. I'm in.
Windows and Apple have pretty decent editing options for free or really cheap.
For adding data and multiple videos feeds, etc then look at RaceRender.

Racing The Rock was shot with DSLRs and GoPros.
The equipment isn't really the thing, though. You could do what you wanted with an obsolete Flip HD and the bundled editing software. What you need is the creativity. There's no app for that.
My wife got the kids and I an Ion Airpro. Local store had it on sale for $129.00 for the camera, charger, cables, bike mount helmet mount, tri-pod, straps and editing software. The only thing we had to buy extra was a micro SD card and, eventually, I'll buy a roll bar mount kit for it (their mounting kids come in at around $19.99, and I paid about another $20.00 for the micro SD card). I haven't had time to mess with it a lot (spent the morning putting toys together and the afternoon scoping out GT6), but I did shoot a quick one minute video in low light and the video quality is way better than the $700 "regular" HD video camera we bought just a few years ago. I was able to download the video with no problems on the first try, and I'm a technological blockhead.
I have a GoPro Hero 3 Silver and a Pentax K-X, but i kindof like dedicated things.
The Pentax is an interesting idea, though, since i could swap lenses for cool things.
Think this, but less stanced swag yolobro car and more car sounds.

I can fix the GoPro mic issue... there's some inexpensive mics on amazon that make a huge difference.

Hmmm.......I must look into those and mount the mic on my undertail. The literbike rumble is worthy of it.

Uggghhh. Could not get past the 1:00 min mark. The oni-camber was too irritating. Saying "this, but less stanced swag yolobro" is as odd as saying "Like this porno, but with less porn"; i.e. You can't have a film like that with less stance.....there's nothing BUT stance in that film.

I meant that sort of filming techniques. The car sucks, the "story" behind the film sucks, but the actual film work is more what i'm interested in. (And the song track is pretty cool, in my opinion, but i digress)
In reply to JoeyM:
He owns a miata that was previously stanced.......I think he needs a box of tissues everytime he watches that clip.
I'm teasing of course......but thats some skinny tires and taking the car to a blind mechanic for an alignment away from this.....
I am sure you have seen Wagon Attach 2
Here's Matt's behind the scenes look at the Cameras of Wagon Attach 2

There's a stick on "fur" you can get (I think from Micover) that works similar to the furry socks you see on broadcast microphones. Supposedly that makes a massive difference - I've got it for my GoPro but haven't tried it yet.
How Matt Farah makes "Cheap Top Gear"
Most car stuff is shot on DSLR these days.
As for editing software, I use Adobe Premier.
In reply to BoxheadTim:
Hmmm, might have to try.....I'd rather move the mic to the undertail anyways. The bike is pretty quiet otherwise.
