I have seen the whole video. The cat was just playing and it nipped the kid. The adults didn't step in and the kid reacted poorly.
The cat was being a cat, it was a parenting fail across the board and one hell of a funny gif.

Yes. Epic parenting fail and I can't find anything funny about it. All too common.
These aren't funny anymore once you know the kitten will probably die soon after this gif.
