Transfer data from damaged iPad to new one? GRM Hive Mind is more helpful than Apple

My 80 year old mom dropped her iPad and damaged the screen, so she needs to replace it with a new one. Is it possible to transfer the data and settings on it to the new one without using the damaged one's touch screen? Everything I see online starts with "Go to 'Settings' on the old iPad," which you can't do on hers because of the damage. She didn't have it backed up in the cloud or to a laptop, of course, and she's worried about losing some of her saved emails. I tried calling the two local Apple stores to ask if they could do it on-site, but got tired of wasting 20-30 minutes per call without ever talking to a human. Before I go online to set up an appointment and then drive 30-45 minutes, will those shiny happy people even be able to transfer the data? I'm a longtime Windoze user and this Apple stuff is Greek to me.

In most cases the LCD panel is broken too and cost even more money

And, unless she specifically told her email provider to delete her emails once downloaded (most people don't), all her emails should still be there. She should be able to check her email via a browser and make sure before deleting.

I didn't know Apple products could be repaired! I thought you just throw them away and spend megabucks for new stuff. (Kidding!)

Idiot Brother-In-Law the IT Pro set the iPad up to delete mail from the server and had the iCloud functions turned off, so anything on it will be lost if we can't pull the data off of it. In the past, I've had to go behind him and un-berkeley every other electronic device he's set up for her, so I don't know why I expected this to be any different.

I've set Mom up with an appointment to get the iPad screen replaced, and if they can't fix it, hopefully they'll at least be able to transfer the data.
