Rarely. I've been mulling over adding a pair of driving lamps to the Miata I bought for $1000 and I'm trying to come up with a solution that doesn't require holes in the front fascia. I prefer bolt on stuff that can be easily removed.

Brackets that attach to the bolt holes for the OEM tie down points?

Meh all depends.

I used to install 30-50 trailer hitches a month for about 8 years. 
I'll never forget one of the early ones I did was on a brand new bmw 3 series that required 10 holes to be drilled into the trunk pan. Guy got mad at me for asking over and over are you sure. 

After all various applications over years doesn't bother me to drill hole in anything. Just make sure to use a sealant around the holes to prevent any moisture getting in.

 My truck saw more than the average amount of salt since it was out running the roads every time it snowed and while the bed rotted out to the point that I replaced it and the cab corners are gone there's no rust around the roof holes I drilled in it.

I only drill holes in the rear bumper, for speed.

And yet... the visible body, floor pan, etc - are unmolested.
