Probably not. Even with no fuel and a good cleaning the foam hold enough residual small to make shippers nervous.

Northwest Arkansas. Atlanta is not on my normal route. I understand, kinda big and bulky and the smell of fuel. Don't know if it's true but heard about an airliner getting evac'ed because baggage handle smelled something weird. Turned out to be a broken bottle of fingernail polish.
