There's a thick anti rust coating on my car, and it's in the engine bay making service a messy and sticky PITA.

I've used engine cleaner to try to remove this stuff, and while it works, it takes a heck of a lot of it.

Any advice?

Yeah, steam to melt most of it off, THEN engine degreaser.

Solvent would likely work better than engine degreaser. Try a brake clean/acrysol type solvent (in a small area to make sure it is safe for paint) or a d-limonene based adhesive remover.
