If this chase scene looks familiar, it should. Starring Steve McQueen’s son, Chad McQueen, the 1995 movie "Red Line" is about a man who is forced to steal cars after he steals one to commit a robbery. It also features this scene that pays homage to that iconic chase from Bullitt.
If nothing else, it’s probably one of the few times you’ll see a Jaguar XJS get into a car chase.

Also, did... did the guy explode at the end? The car caught on fire, then there was an explosion inside the cabin.

Exactly what it looked like to me. Also, the scene immediately after the chase, the side of the Mustang that the Jag had been hammering at appears suspiciously clean.
Pretty terrible chase scene.
