It is. Not sure how Ohio would handle that, I just haven't had the $300 it costs for a plate here to go find out how tricky PA would be about it.
I probably could just go to a notary and find out what the deal is though.
I've got a '09 Pontiac Vibe 2.4L with 80k that is super nice but even at a GRM inside deal I would still need $3,500 for it.

I've been watching the Lorain Insurance Auction for Repos. That's where the Vibe came from. As Repos, the titles are clean so no state inspection needed like a Salvage Title. Not as much good stuff coming up this week but here are a few choices.
Monday Inspection and Tuesday auction. If I has a "buy now" price you still can't see it until Monday but you can buy it that same day. I have credentials to get in if you want to go together on Monday.
All prices then have FEES Added on. Plan about $400 in fees for a $1,000 car.

I have a 2000 Saturn SL1 with around 150K the "Reverse Slam" issue. I replaced a cracked fender and bumper cover and was going to swap a solenoid pack in it, and replace the input and output shaft nuts, but I have far too many projects in my job jar. $750 as is, with the solenoid pack, or $1100 if I fix it. It's a great running little car with ice cold air that I DDed for a while, but my entire fleet is vans, station wagons or trucks now for the hauling capabilities.

will probably take you up on that. that impala looks enticing, like he could eat up the highway miles from cleveland to bowling green twice a week and be safe doing so.
cooter if the saturn were an option it would be with the you fix it price. i'm going to run some of these by him this weekend but pretty much whatever i say goes. i say car he hears washing machine. strictly appliances.
Do you know anyone with "inside capability" to get into the GM Vin database w/o proof of ownership? If so, we could show up Monday with a key for the Impala and see how it runs. If not and if you buy it, you will have the actual title and bill of sale the same day. A quick trip two exits away to O'Brien Chevrolet should yield a correct key almost immediately.

Or avoid the Erie County Tax and buy it in your own name but to do this you get hit with a $200 per year "membership fee" to the auction. Yes, it is quite the racket of FEES.
Could also wait until Tuesday's actual auction and see if it sells for less than $1,200.
I have a 1997 Celica ST. DD#2's first car, previously owned by my sister. Big stack of maintenance receipts. 157,XXX miles, automatic, leather, reliable as an anvil. Some rust over the rear wheels. TB done a while ago but not due for another while. I put the wheels and tires on it within the last 5,000 miles. Needs a muffler but not really anything else. We can talk price but $1000 GRM would take it. Pic below is a link to the Flickr album. These pictures are about a year old. Rust is now a little worse than shown. Located in northern DE, about 45 minutes south of Philadelphia airport, about 10 minutes from I-95.
Comes with original 14x6 alloy wheels (finish and tires shot) and Koni yellows w/ unknown lowering springs (uninstalled).
I never did make it out to the Auction last Monday to see any of the cars. I did catch the results on Tuesday and the following:
Impala: bidding ended at $900 and it had a reserve of $1k. All in, that would have resulted in a $1,400-ish sale which seems high to me for 130k and no keys. Big risk there of being a non-runner.
S-10 : bidding ended at $700
Mustang (V6 w/ 180k) bid up to $900
Firebird (V6) went up to $650

I went and checked out the cars today. Nothing was all that interesting.

Classic Cleveland rusty Impala. The whole passenger side rocker panel is gone. Two bad window regulators. I did not look at it any further since it looks like a classic nightmare.
'04 Malibu V6 with 168k miles. Repo with clean title, keys and runs/drives.
Not much better than the Impala. Quite haggard. Very evident in person but now if i zoom in on the front passenger qrt panel, it is a really crappy spray bomb repaint of white on that panel.
'04 PT Cruiser Turbo with 109k. Repo, keys, runs/drives.
So, so. Pre bidding is already at $300 on this so with fees it is $500. It has a wonky ignition that really requires a jiggling the key and the AC does not work. The body is not the worst but far from perfect. On tire is flat and all should be replaced anyway. This will sell too high and need too much.

Rusty as bad as the Impala.

Here's what did interest me...
Both of these are Salvage title and will require State inspection:
Mazda 2 w/ 129k
Will need a windshield, a hood, rear hatch and one rear side window. I see on www.car-parts.com that there is a JY in Kenton, OH that has all the parts in Green. Totals up to about $300 for hatch. $100 for hood = $400 in metal. Then a windshield $200? and a side glass, $100? Tail light about $50. All in, my guess is $750 in parts. If can be bought for less than $500, it could be a deal.
Otherwise, the car started right up and seemed generally good. It had been wearing temp tags when the damage happened so I figure it had been recently checked out and onced over. All 4 tires are new, matching Kuhmos.
This is the low model and though it has an automatic it does not have Cruise Control.
There were 2 Priuses that i went to check out. This Gen 2 is what personally interested me but upon actually seeing it there is more damage than I am comfortable so I'll pass.
The other is a Gen 1, 2002 Prius w/149k. It seems to me that it is there only for rear bumper cover damage. I have found new, aftermarket in black for $200. Aside from that the body is rough and looks to have suffered sun damage in its life. The driver side front qrt is a bad repaint from long ago and this seems to show the sun damage ans does the front bumper. The driver door also looks to have odd paint from what looks like door lip dent repair from a long time ago.
Mechanically, I had to jump the dead 12v battery but once running, the car seemed to do all the Prius things correctly. Two great tires and two so,so tires but these tires are small and cheap! I'd recommend this if you are interested. I might also know someone else who commutes from my area to CLE Airport who this would be great for. It's not right for me. I like the Gen2's which are bigger for my needs.

Auction is always on Tuesday so Monday is inspection day. This week Monday is a holiday so Friday is inspection day.
'04 Cavalier Coupe w/ 117k, Repo but the passanger rocker/quarter looks super rusty.
'06 Cobalt SS w/ 152k Repo. Manual trans. I was super excited until I realized and learned that in the early years not all SS's were Supercharger. Many like this one are just 2.4L NA engines. Much less interested.
The rusty Impala is back now with a $600 Buy-it-now. I'm guessing last week did not hit the reserve price.
Crappy Malibu is back too also with $600 buy it now.

These next two are Salvage so they would need Inspection:
'03 Escort ZX2 cracked rear bumper cover looks to be the real problem. Will leave you with a couple dings and dents in the rear quarters. Notice in the pictures that the adjuster used a paint market to expose the flaws.
'07 Hyundai Tuscon w/ 104k Fix the suspension damage and leave the body dent if the door still opens fine. Notice paint pen markings on front bumper, front quarter and door. That is $3k+ in just body damage at insurance rates. The overall paint looks poor with clear coat peeling on the passenger side.
This next one is dealer only which I can not get but we might know someone who can. I have no need for this but I'll admit my desire for it is strong. It is a charity car via Ideastream which is another name for Cleveland Public TV/Radio. My guess is some old fart dies and willed his rarely driven car to assure that NPR radio continues.
Buying this car will make your cousin a really cool guy. It will make his teeth whiter and his hair shinnier! Who wouldn't want this? Though less hp than other versions this version has a good reputation of stout-ness.

Sorry, I just saw this. It's a 1986.5 D-21 XE Kingcab. I am the only owner and it has somewhere around 400k miles. I had to replace the speedo when the original gave up the ghost. I rebuilt the engine several years ago. Now its mostly a dump run, mulch run and HD/Lowes run truck. Only rust is spots of surface rust. Chassis is great. Has recent tires. It was my daily driver until last year when it developed a peculiar cold start idle issue. I threw a few parts at it, it got better, but still acting up. It is sitting at a shop right this minute as I figured I need an expert. Like most old Nissans, the dash pad is quite cracked.
