It was at this point I thanked him for (finally) sending a driver's side picture and informed him that I pulled a Carfax on it (Thank you Steve_Jones) and didn't like what I saw. Luis didn't like that move.

I think the rear bumper cover has once been replaced with an aftermarket unit. I say this because all aftermarket start black and are then painted. When that paint wears off, the black is exposed.
Could just be a shadowing but it looks like the passenger front door has had paint given some color change.
The rocker rust is not a big concern. These cars aren't known for rear suspension rust through and that rocker is more cosmetic than it is structural.
I'm not familiar with the issue of gas gauge not working.
