My family is from Turkey and I’ve spent a lot of time there over the years. It was practically impossible to import foreign cars into Turkey until the end of the ‘80s when they opened up the market.
Like Cuba, you used to see tons of old American cars that had been imported through the gray market, then got endlessly modified to keep them in the road. There are lots of old-fashioned artisans there, so you can always find skilled metal workers, painters, etc. to take on custom jobs.
My guess is that Camaro had a frontal impact at some point. They couldn't get hold of original replacement parts, so they had some local guy fabricate a new front end.

I worked in Turkey. Tupras. We had this one young fellow in the power plant who measured every amount of money in Camaros. He asked me point blank one day how many dollars I made in a year. I worked for a US company. I told him and he converted it into Camaros on the spot. He remarked that I was well paid to be able to buy that many Camaros in a year. I explained that it didn't exactly work that way.
An interesting place. Unfortunately geopolitics has made it somewhere I would hesitate to return.
