Subarust is in need of new shoes, they're pretty chunked up from rallycross. It's also my winter car here in Ohio.
When's (generally) the best time to buy? Now? A few months? March? It'll probably be Tire Rack but never say never if I find a good deal local.

In my experience summer/fall. I have had issues with tire rack being sold out by February and not getting more until next season.
Before it snows...
I am hopefully selling my Subaru this Thursday and the snow tires aren't going with it. I'm selling the wheels separately but if you want the snow tires with no wheels I'll sell them cheap.

Picked mine up last week at TR warehouse. The sales incentives are for IN STOCK tires.
As long as you're getting NEW tires and not last season's leftovers.

So what time of year do you buy the plywood to protect your windows from the hurricanes in Florida?
Best time for snow tires is, as noted, NOW. The warehouses don't want to keep snow tires on hand over the rest of the year, so they aim to sell out every year and don't restock until late summer or fall.

Now! Tire Rack has a hell of a deal right now on General Altimax Artics. Between 2 $50 rebates and a $50 Tire Rack gift certificate, a set of 4 is currently $150 off. Mine showed up at work today. Getting them mounted on the way home. Deal expires on the 26th.
Me too. Got four 15" shipped to my door for ~$330, and there's $150 in incentives, so less than $200 total.

Timely subject.
I expect to buy a pair of snow tires and steelies for my Corolla. 15x6 wheels.
Denver used part market for the wheels is VERY limited. (Kinda surprised by that)
Can anyone recommend a supplier for mounted and balanced wheels and tires?
BTW: Tire Rack in Denver is not competitive unless you have a bunch of rebates/Gift cards/etc. (Which I do not have.)

After reading last years postings about winter tire preferences, I decided to try the Altimax Artics on the Tacoma. Scored 4 like new OEM Tacoma steelies with hub covers off CL for $40 (owner replaced same day he bought his Tacoma). Scored take off OEM lug nuts from local dealer for $40(over $200 new).
This is timely for me as well. I think I'm going to drive the CRX this winter instead of the Wrangler. I did see Tire Rack's promotion for the General Altimax Arctic but the shipping is what kills it for me. I found the size I was looking for (185/70R14) on Amazon for $54 each with free 2 day Prime shipping. I also found 14x5.5 4x100 steel wheels on Summit for $37 each (bought on eBay from Summit). All told, it was over $200 cheaper than the tire/wheel package from the TR.
So it pays to shop around.
TR seems to be having pretty good deal on General Altimax tires right now. Buy a set of four and get a $50 Tire Rack Prepaid MasterCard now and a $50 Tire Rack Gift Certificate later. Buy a set of four and receive a $50 General Tire Visa Prepaid Card.
That's $150 off. Not too shabby.
snow blower prices are starting to creep up.. so we shall see.
