In particular, Can you smash two different flare fittings together? I have an adapter that goes 3/8-24 "standard flare" male to m10x1.0 bubbles flare, female. The metric Side needs to be inverted flare.

Side question- No. Double flare.
Let me get this right- The 3/8 is a double flare, male on the line, into a female adapter. Other end is a male end on the adapter, female bubble flare fitting on the line? Or vice versa? The lines are regular old 3/16 and 5mm?
I think you would be way farther ahead to use either metric or standard, and reflare one of the lines to match. Cut off the metric bubble, get a 3/16 nut and double flare the line.
Oh, and yes I have a brake line flaring tool, but it's the el cheapo 7 piece flare tool from HF. I have my doubts about flaring lines (the tool's and my own ability).
This is why I like to do things via adapters. It's all reversible, I don't have to flare, cut, and potentially destroy any brake lines, nor do I need to bend any line.
Flaring lines isn't that difficult. It's all about the prep - a square cut with a bit of a bevel on it.
I guess I should just tell people what I'm trying to accomplish.
The Toyota (m10x1.0 inverted flares) needs an adjustable prop valve. There isn't anything available in that thread and that flare. So I can get a willwood unit in m10 bubble flare. Or adapt to the 3/8-24. Which will involve cutting, flaring, bending, etc.
Does nobody make an inexpensive, metric, adjustable ABPV for Japanese compacts?
I see Pegasus does but they want you to buy seperate adapter fittings, which puts me right into the same boat for more money. Looking to keep this under 100$.
Parts store should have a brass adapter fitting, no? I got them for putting sae 3/16 line into a wrx combination valve at advance.

Metric 10x1.0 inverted flare to NPT is a surprisingly difficult adapter to find. We have to have ours custom-made, I've never come across one in the wild. The SAE version is everywhere.

Even "m10 to 1/8" npt fitting". various forum threads would come up, apperently the Honda guys have this same issue.
Side question answer: No, single flares are not acceptable for braking systems (neither are compression fittings, while we're on that matter), the inverted/double flare is a two step process.
