They're not marketing to us. They're trying to get links to their pages from web sites that Google considers having authority to fiddle their search ranking.

I suggested that, once, after a Chinese spam raid. Many of the forums I visit have a "new members must post introductory post here, and be approved by mods, before able to post links" section. My suggestion was shot down, deemed unnecessary.
The question is, would it be more work for the mods to approve every member than to delete some canoes? Maybe, who knows. Also some forums (although it's rare) take an annoyingly long time to approve new members and make me not want to post there after all.

That would kill my build thread, given how many times I'd post colorful phrases in Polish, or Finnish, or Russian. Probably others.
Once you can swear in another language, you know half of what is needed to communicate effectively, and the other half doesn't matter.
A forum I look at from time to time does not allow links until 20 posts. Seems like a good solution, without the effort of needing to approve all new users.
For new users who are magazine subscribers, you could prompt them for info on the magazine mailing label, obviating the need to prevent these new users from linking.
