A hoonmobile should be long on fun, short on creature comforts and least a little loud, obnoxious, and ugly. If it makes pretty ladies cringe and small children run, so much the better.
So what's the best sub $10k small hoonmobile?
Requirements: manual, rwd, more power than grip, goes controllably sideways at sub-pucker speeds, Colorado smogable, small, tossable and huge fun. I'm open to big engine into little car swaps, because torque. Bonus if it makes me think I might die if I drive it wrong.

For "off the shelf": Pony cars seem like the easy button.
For "off the beaten path": Maybe a boosted or swapped minitruck? Seems like they'd meet most of your requirements, and they're usually super affordable.

Mustang was designed for this purpose.
Mustang. Lots of options under $10k too. Most are pretty ugly from the factory, but a trip to pep boys and home depot could finish it off pretty well.

I think your definition is too restrictive. Almost anything can be hooned in my opinion. That's not to say I don't gravitate towards manual, rwd, light cars, but there are always other ways to skin this pig.
This '78 Ford Fiest needs a little help from the Formula Ford bin and then it's ready to be hooned.
Alternatively, an SN-95 manual V6 street-legal drift missile with the supercharger from a T-bird Supercoupe.
Off the beaten path=/=cheap, V8 in a little foreign car is not an easy swap, often involving serious structural modification and reinforcement.
In addition to pony cars, the late (75-79) Novas (and BOP variants) come to mind, or small block chevy S10, V8 in a not Mustang Fox body, V8 in a Maverick/Grenada, etc. You can get the 70s cars cheap, especially if you get a 4 door(which is obnoxious even to the usual obnoxious crowd) . Swaps in that stuff are straightforward, zero fabwork beyond welding in some subframe connectors, manual swap is easy.
Turbo Subaru engine in a bug comes to mind, but with hooning you'll pay a lot for a bulletproof transmission.

I'm all for off the beaten path. I inherited mom's Maverick in college and it was horrible. But with some suspension and an injected 302, a Maverick might be horribly awesome.

Maverick isn't really too far off the path (especially in the mechanical sense), it was a popular cheap speed platform in the 80s, borrows a lot from the old Falcon IIRC.
240sx. Throw a turbo on it and straight pipe it. Will instantly check all of your boxes.

Yeah, these too. The cars are practically free and don't look awful. Can fit up to a 500 Caddy (Remember, the Seville was on an X-body platform from '75-'79) and the front suspension, steering, and brakes are all standard second-gen (’70-81) F-body stuff and the in the rear they’re the same as third-gen (’68-74) Novas and first-gen (’67-69) Camaros and Firebirds

The Seville is a little different, longer wheelbase, and never had a Cadillac engine they only came with a Olds 350, gas or diesel. But I'm pretty sure a big block chevy or big BOPC motor will indeed bolt in to a late X body with the right parts bin selections.

This is exactly what I've always wanted to build, with just a hint of mad max for attitude. Maybe rusty paint and some metal screening covering the lights or serving as grille.
I think 2nd generation camaro or firebird fit the description well.

I don't see pretty ladies cringing around Sierras. In fact, they seem to like them. Small children tend to have an affinity to trucks, as well.
They aren't very small, even the short beds.

Hmmmmm. Lots of Hoonstang recommendations followed by a link to pages of people getting run over by Hoonstangs. They're not exactly known to be handling machines out of the box.. now are they?
How about 5.0 swapped E30 or old Rx7? Not exactly menacing looking, but might allow me to play without being a menace to humanity.
Boosted LM7 GMT400 Regular Cab Short Bed doesn't sound like a bad idea. Gen 1 Escalade parts swap right on, so you can have a budget hoonmobile with a lux interior.
