I've got a set of E46 M3 rims that came w/ 330i I purchased last year. They're chewed, badly. I was planning on using them either track tires or drift tires. 

At some point I may pay to get them re-finished as I think they're a great wheel design, but until then, is this level of curb rash an issue? There's no evidence of cracks (although I didn't look that close) and the bead surface appears unmarred. 

These are all from the same wheel, it's the worst one by far. I can only imagine watching this car get parked by the PO, I don't think I could do this much damage if I tried.

Should still be good, they would crack more easily if the rim was impacted but that level of damage shouldn't make any practical difference to the strength of the beads under conditions where they're supported by the tires. Definitely smooth those out to avoid damage to the tire beads during mounting though.

So I should hit the rash w/ some high grit sandpaper to take the burrs off them?

Yes, you don't want to remove too much more material, just make them smooth enough that they won't tear at the tire beads as the tire is mounted.
