Combine the above prose with the reality that this is all being left to the subjective opinion of the test station individual, and you have a mess on your hands. It can mean anything that person wants it to mean on that day and unique situation.
This is what we call a "bribe situation". Failing a successful result one can move to stage two - the "offer of imminent violence". Creating a one-or-the-other reality for the person will usually result in them taking the one that comes in an envelope. Get a pic if you can so it is cheaper next time.
I see, so rather than, say, "pollution control systems" , I should have a picture of the inspector's kids leaving school, or his wife leaving the house, taped to the air cleaner? Maybe a $50 bill next to this?
It's sure going to be an "interesting" Summer for a whole lot of car owners. Customs, ricers, hot rods and the new "customs" that fell under the hammer of that new Factory Five Law.
Locally (here on the South Shore) the S#!T Storm aimed at Factory Five is huge, their culpability in crafting their law is becoming well known. With the shows in Easton, Foxboro, and Halifax beginning pretty soon, I would imagine that things are going to be insane.
This random "custom" classification is going to cause a WHOLE lot of car owners a lot of time, money, effort, and possibly failure. You, KNOW that the anger is gonne be directed some where.
Did Factory Five skip the World of Wheels this year? Don't remember . . .

What is with all of this emissions BS anyways? Industrial applications put out WAAAY more smog than cars ever did, and yet the politicos still harp on vehicles. Yes, let's kill custom cars (the couple million of them) cause THAT will solve our smog problems.
Fuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuu
How about one burp from a volcano? how much E36 M3 does that toss right up in to the atmosphere? When are they going to pass a dumb ass law to stop that E36 M3?

Roughly 3 days' worth of human activity in CO2 on average.
For what it's worth, my heavily-modified, bright-green CRX with a completely different engine and no cat just passed all the emissions checks in MA and wasn't tagged as a kit car.
It failed on a wheel bearing though!

what is Willard's stance on registering and emissions testing kit cars?
