Does a '96 Civic DX have a rev limiter and if it does were does it kick in?

I'll bet it does... Just bounce it once and see if it hits. It'll sound a lot higher than 7200rpms, they're slightly strange sounding motors.
Grab a $20 cheap ricer tach off of craigslist and hook it up real quick for a day and see where you're at.
Or just swap clusters.

I meant it doesn't have a tach not it doesn't have a rev limiter. Sorry bad wording.

Yeah that makes more sense.
If you don't want a big tach stuck on your car, it shouldn't be too hard to swap the instrument panel to one from an LX or EX.
