I know it's washable. But how do I do that? And what do I spray it with afterwards?
K&N recherge kit. About $10 Spray on the cleaner - rinse it onder running water - let it dry - spray on the oil - reinstall. You get many cleanings out of the kit.
Plus one. Spray the K&N soap on and let it soak in, rinse with running water (not high pressure), let it dry in the sun then reoil and reinstall.
Super plus 2. It's pretty easy. Do not over oil because the oil can contaminate your mass air sensor, but it's pretty easy to do it right. Just don't blow a whole can of oil on the filter.
I'd put the cleaner in one of those foil pans and sort of dunk the outer (dirty) part of the filter in it and agitate it until most of the goop was out. You just need a light coating of the oil.
If it's particularly nasty, it helps to beat it against the ground first to get rid of anything big and nasty.

that's what she said.
Make sure you wash from the inside out. Do not push the dirt and grime into the filter.
But as everyone said get the cleaner kit. If you cannot find it I've just removed the filter, tap it on the ground to get most of the crud off, and rinse lightly with water from the inside out.
The oil just traps very fine particles from entering your engine. I know AEM came out with an oil-less filter couple years ago.
I have always put them in a bucket of warm water with some Simple green or similar cleaner..
let it soak for 10 min , dip it up and down..the water will turn black.
then dry it with a air gun and re-oil.
off ya go.
DO NOT DRY WITH COMPRESSED AIR!
Air dry only.
I have had good success cleaning them with Dawn and Simple Green as well by soaking in a bucket for half an hour.
The K&N cleaner is basically dish soap. Use dish soap to clean it, its cheaper.
Don't use a scrub brush or anything. The point is to push the dirt back out. If you use a brush or something it will embed dirt in the fabric and cause trouble. I even go as far as to dip it in the bucket with the outlet down so as the air gets displaced its pushing out. Not necessary i'm sure, but makes me feel better. outlet down, submerge, turn the outlet up, and take it out. Repeat a few thousand times. Rinse with a hose nozzle, but don't use the heavy stream, just use the fan/spray setting.
