Are the old 190E Mercedes fun to drive? I haven't driven one yet.

Not really. Most Mercedes don't have LSD or a rear that'll take the punishment. If he's looking cheap but good handling. I suggest: C4, 240sx, fc rx7, GM G-body, F-body, and foxbody.
Volvo 240s are good for swaps. Roomy engine bay and the rear axle is a Dana 30 with numerous locker options.
Supposedly the volvo 700/900 series do a little bit better with an LSx. I've heard the best candidate is a mid-'90s 960 due to availability of parts and lack of rust. Most are autos though, so you'd be doing a full swap if you're trying to go manual.
What are you after, sports car or lead sled?
If the former, the Kappa GM platform was built to accomodate the LS engines, and you can pick up the 4 non turbo NA versions quite cheaply these days, although it you go up a couple of years it is worth getting the LSD (same diff used in the Caddys).
The advantage is that no modding of the rest of the car is necessary - brakes, traction control etc. all work. You can pretty much drop an LS7 with Tremec 6 speed into one if your wallet can take it.

Starquest? Old RWD Celica or similar J-tin?
RX-7s and 240SXs are the "easy" button for light-weight LS swaps. Maybe the swap kits aren't the cheapest option but if you get a chassis and engine cheap enough then that may offset the costs enough to stay cheap.
