Only for club racing. They may honor each other. Don't know for sure. You will have to ask each club.
I do both ... TT/HPDE with NASA and a-x with SCCA ... supposedly the NASA TT license will cross over to the SCCA TT program ... but I haven't tried
and while I've heard of events that required you to cover the offending stickers, I've never run an event that made me do so ... probably/possibly at the national championships ...

If the racing requires a competition license, then you need one from each. Usually they recognize the training if you have a license from the other, but they will likely make you pay the yearly fee.
If all you're talking about is HPDE and auto-x, you just need the basic membership.
You can use the credentials from one to help gain them from the other. In the past couple of years a friend got his full NASA licensing and then recently got his SCCA Pro license. He spent a lot of time figuring it out and it's considerably cheaper and more time efficient to get the NASA license first.
As far as autocross and rallycross, everyone wants you to play. I autocross with SCCA and BMWCCA and with the PCA for the first time in a couple of weeks. I rallycross with SCCA and Texas Rallysport. I've run the same car with four clubs in six classes in the past year. Driving is fun.

You only need a competition license if you club race. A competition license is something in addition to yearly membership.
They are separate organizing bodies. To run events, each requires a separate yearly membership. If you want to wheel-to-wheel race with either body, you also need their competition racing license in addition to yearly membership. If you have a competition license with one, the other will recognize that as evidence of having enough skill that you just need to fill out forms and pay fees to get their license, but do not have to do any kind of school or certification.
If all you are doing is HPDE and Auto-X, that does not require a competition license, just membership.
