It has all the makings of a Hollywood summer blockbuster: a Miata-driving hero named Tane Hopu and his quest regarding 74 concrete balls recently placed alongside a major Orlando thoroughfare.

Why are those balls there? And who placed them?

Dang concrete isn't cheap these days, nor is it readily available when you need it. Sounds like some more fraud, waste, and abuse by governmental agencies that won't be held accountable for their lack of foresight and planning.
