I'm still learning when it comes to the mechanical side of race cars. What does it mean when a car "tops out" before the end of a drag run? Does that mean it ran out of gear and could go no faster due to that limitation?

Yep
A car could also run out of power - basically, it hits its maximum speed before reaching the end of the quarter.
