Probably not what you expected but I kind of really want this but I don't know anything about it. Other than it is rust free and appears to be in very good condition. I know nothing more than it is Italian. I don't even know if it is RWD or FWD. I assume FWD.

You assume correctly.
It is FWD, and there was a LOT of backlash since in everyone's mind the GTV was supposed to be rear wheel drive. Not fast even for its time, but really nice sounds from the engine bay. Not really a sports car, more like a sporty coupe.
Build quality was... lacking, as was the case with most Alfas of the time. Is it the 2 liter or the V6?
The V6 was a pretty special engine.. 2 liter twin cam also sounded pretty decent.
Big question is if you'd be OK sourcing parts from abroad? Probably easiest would be from specialists in the UK.
ISTR that the V6 is a bit nose heavier than the four banger.
If it's anything like the 156s of similar vintage I've owned then I don't see any reason to not get it if you're willing to deal with being the local specialist for this car.
Since those cars were never imported, make sure all the paperwork is there and it even can be insured.
I would try to find an older Alfa mechanic that is familiar with the 164, so that the learning curve isn't too steep.
The Busso v6 engines are pretty amazing, even for a fwd car.

I'd be far more interested in the Fiat cabriolet parked next to it. Probably about the same parts availability though.

I would expect that regular insurance companies won't touch it. I'm pretty sure Hagertt will insure it - they insure several of the motorcycles I brought over from the UK.

Good point with the insurance. I will call my agent and see. I would assume it has to be a 99 or older to insure. I don't know the back story or the legality of it. Lots of homework to do if I decide to get it. And then there is the $$$. Since I would most likely only keep it for a short time it will have to be a price so re selling it will be easy.
Don't know what motor it has. I have been doing some reading and while the V6 is a classic derived from the original GTV6. A 4 cylinder lends its self to forced induction. Ya I know I should not bodge a car like this but a turbo 4 in this would seem to be the answer and maybe helping the abysmal weight balance.
If it's a 4cyl, it will be a twin plug version of a fiat 16v engine. Sadly, the Alfa i4 died in the 164.
The fiat is a good engine, thought. The head is unique to Alfa.

I recall thinking the front headlights looked silly when I was younger, but now I dig the look. I'm unsure if the design or my tastes have aged well.

I haven't heard anything even remotely like a reason NOT to buy it.
Nothing to add except I've sometimes dreamed of buying one of these, the prices usually seem to be fairly low and I really dig their style. I usually look at them on JDM import sites since that's what I'm familiar with.
