So...I have a former choptop rally car and want to title/register it so that I can do a rally with it.  I didn't realize when I bought it that it has a prior salvage title from SC.  To title it in GA it would need to go through a state inspection.  While I know a friendly inspector, even he can't pass it because the doors are welded shut.  

Anyone in SC know the process for swapping titled owners from one resident to another on a prior salvage title?  Does it need to go through SC inspection again?

My recollection is that SC does not inspect salvage vehicles or issue rebuilt titles. Which is why most of the insurance auction cars with a salvage title get bought by out of state outfits and hauled off to GA.

Edit: Apparently not to GA...perhaps some other nearby state.

I spent several months trying to get a clean title for a salvage car in GA. Spoke to many people pretty high up in the DOT. 
 

As far as I am aware, a salvage title in GA can't ever be titled again. A rebuilt title is different in GA than a salvage title. 
 

In my case, the actual ownership of the title of the car remained in the name of the insurance company who had salvaged it.  They had paid its full value, and had no interest in the car ever potentially being on the street and having a claim on it again.  The laws enabled them to basically assure it never would. 
 

I'll be interested in hearing if you find otherwise, but I don't think the news is good.

Sorry, I was being lazy in typing.  It's a rebuilt title and was previously registered in SC.

If it's rebuilt I think it should be a straight transfer to a GA rebuilt title.

This appears to be the pertinent information from the Georgia Department of Revenue website.  You can use a state inspector or a state approved private inspector.  I don't know if a private inspector will be more lenient.  

    • Obtain a rebuilt title from an out-of-state title that is already branded as rebuilt

      • Pass Inspection 

        Pass Inspection by one of the Department’s state inspectors or approved private inspectors

        If using an approved private inspector, provide these documents to the inspector:

      • Apply for a rebuilt title if the vehicle passed inspection by an approved private inspector

        Apply for rebuilt title if using a private inspector – if you have an out-of-state title branded as rebuilt.  Once the vehicle has passed inspection, gather the following documentation:

        1. Completed and signed Form MV-1 Title/Tag Application.
        2. Original valid rebuilt title from the other state issued in the vehicle owner’s name or properly assigned to the owner.
        3. Check, money order, or certified funds made payable to the Department of Revenue in the amount of $18 for the title fee.

        Submit the documentation to either the local county tag office or:

        DOR/Motor Vehicle Division
        Attn: Salvage Unit
        P. O. Box 740384
        Atlanta, Georgia 30374-0384

      • Apply for a rebuilt title if using a state inspector

        Apply for rebuilt title if using a state inspector – if you currently have an out-of-state title branded as rebuilt. Gather the following documentation:

        1. Completed and signed Form MV-1 Title/Tag Application.
        2. Original valid rebuilt title from the other state issued in the vehicle owner’s name or properly assigned to the owner.
        3. Completed and signed Form T-22R Request for Inspection of a Rebuilt Motor Vehicle.
        4. Check, money order, or certified funds made payable to the Department of Revenue in the amount of $118 for the inspection and title fees.

        Note: All of the above items must be available at inspection.  If the vehicle has a valid out-of-state registration, it may be driven to the inspection site.  Otherwise, it must be towed. 

        Mail the documentation to:

        DOR/Motor Vehicle Division
        Attn: Salvage Unit
        P. O. Box 740384
        Atlanta, Georgia 30374-0384

Thanks.  Yes, I'm familiar with the GA process.  I've done it a few times.  That's why I know I won't be able to do it here.  I was just wondering if someone in SC had bought and titled a car that already had a SC rebuilt title.
