It can be done. It is neither cheap nor easy. The "right" way involves replacing the frame. More likely you saw a "roll under restoration" of a US spec 60s body where they lifted the VIN from a rusty shell and rolled under a newer vehicle that somehow made it into the country.

The only problem is that was written/done in the UK. Most of those parts-like the tdi itself-is unobtainium here.
If you own a Series Rover you're used to having to deal with the UK for parts. I wouldn't call this a particularly difficult swap, especially if you do your research first and make sure the correct bits come across with the engine. Even the motor mounts line up - that's easy!
IIRC, the 200 TDi uses a mechanical fuel pump, so it's a pretty easy swap from a plumbing perspective. On top of that, it was used in the Defender which is simply a newer Series.
A friend of mine has a IIa running a VW TDi. Now that was not easy.

there are some around and since the oldest Defenders are Ok for import now (1984-1985 years). There will be more. Usually the ones for import with a TDI have had the vin plates switched with a later model to allow fo import.
