The answer is Miata:
one up for more info on the boat. C'mon...you didn't actually expect to post those photos and not explain the boat, did you?
Its an apba vintage a/b runabout with an old mercury (late 50s?) outboard. The engine is a hodge-podge from a handful of models.

The car is mine, boat is my neighbor's. This was a first test run, have some tuning to work out.

I built one of these http://svensons.com/boat/?p=HydroPlanes/minimax with my dad when I was in middle school, so my neighbor was asking for help in setting this one up. The MiniMax is a great father/son project for learning woodworking & fiberglass.
The MiniMax design goes back at least 50 years. I had one that was powered by a racing version of the 10hp Mercury. If I recall the model was KG-7 or KE-7. I later also raced "A" runabouts. A lot more decades back then I care to remember.
It apears from the YouTube that the foot or skeg of the motor is set to far down causing the boat to porpoise. Try moving it up a pin hole at a time until the boat is riding on the last foot of the hull and cavitaion plate on the motor. In flat water like that the bow should be riding high with almost no movement at all.
Looks like a fun little boat!
Yup, my dad built a few MiniMax with his dad roughly 50 years ago.
The engine we are using has some KG-7 parts. We had some carb issues before I could start playing with the setup. It was over-propped, trimmed too high, and I weigh ~100lbs more than I did in the MiniMax days.
