Interesting. It looks like there is some sort of frame under it.
Drop axle in the front to make it have 4 wheels.
Maybe a transverse engine/trans (Think Goblin) if there is room in the back.
Remove the diamond plate.
And maybe paint it up like an X-wing fighter as MyMiatas said.

That is an old one off. Look through the photos, some are scanned film. Body is really an un-finished buck. The Jag six, or some modern inline twin cam six with modern independent front suspension, Miata chunk in back would make a cool car. The original 1937 car had 4 wheel independent suspension and a twin cam six, so no transverse 4 please.

That is awesome. Rick Dobbertin is a legend. I remember his J2000 and the surface Orbiter from when I was a kid. That car is less than 30 minutes from me. Maybe I should go meet this guy while I can???

I'm guessing he needs the money. If I remember right he has a history of amazing builds, brilliant ideas and financial strain.

I absolutely love all Robert Q. Reily vehicles, and I'm sad we lost him earlier this year- he was a true original, just loved making cars that were as efficient as possible from an era that seemed like the gas and energy crisis of the 70s was never going to end. Knowing that these car ideas and documents were widely shared and repeatedly built on by people who thought they were preparing for a terrible future honestly makes each and every vehicle made like this into a story unto themselves, and it doesn't hurt that his later concepts were genuinely fast thanks to their impressively low weights.
Dunno if this is a "kit" car--sounds like the seller is trying to get his business off the ground.
