Came across this last weekend in Brooklyn. Anyone know what it is?

Looks like a kit car to me.
That would be a stolen Porsche hood emblem glued to a Kelmark GT or similar.
It is a FiberFab Avenger or Valkyrie, a quasi replica of a GT-40.
Since many were based on VW Beetles, it could actually be Porsche powered, or they are clueless or just like to mess with people. Many we're beetle or corvair powered though.
The Valkyrie was powered by a mid-mounted V8.

As long as he's not legitimately trying to pass it off as a Porsche, I think it's hilarious. It's also cool to see one of these actually on the road, normally you just see them half-way built in craigslist ads, BONUS points for being out and about in NYC!!!!
