It's only a ridiculous idea until it works. If this stops a few pursuits, good on them.
FWIW I don't think the cop car stays connected. I think as soon as it snags the target's tire, it pulls the straps out of the gantry.

it's optional, at least from one of the videos I saw. It's like a 50 ft tether, that can be detached. they showed it being used both ways, and said "the way it locks the wheel, even if they get away, the tire is berked and will leave a trail when it blows out.

i think it would be an interesting test on say something like a diesel truck with a locker that's pushing extra boost and fuel, lots of low end torque. in my mind i would think that strap would have to let go before something in the driveline

The only things that could save a car from this is either something that scrapes the ground behind the rear wheels and keeps the net from touching the rear wheel, or something like helicopter wire cutter swords in the rear wheels wells to cut the net apart as it begins to wrap around. Once it gets pulled into the gap between the rear wheel and the fender - which can be shredded if the gap is tight as you can see in the demonstration - the trap is sprung, and once it wraps around the rear suspension and axle it's all over.
Edit: For the "wheel deflector" idea, I'm thinking something like a springloaded hook facing backwards that scrapes the ground behind each rear wheel. When the net is pushed towards it, it gets caught in the hook and just pushes that side of the car forward.
