I flew on a B-17 last summer. It was over 25 minutes in the air and I could go anywhere in the plane when flying. Best $425 bucks that I've spent in a while.

I imagine the $9000 is the hourly cost to fly it, including the 175 manhours of maintenance required per flight hour.

I am pretty sure the $9000 includes all that labour
