Pretty decorative, my guess is it's a dress sword or it could be a ceremonial sword (like for Masons or some other fraternal lodge.)
Except for the etching, it looks kinda similar to the dance sword my girlfriend pick up for belly dancing a few years back. I'd say hang it on a wall and let it be decorative, or maybe learn to sword dance.
EDIT:
Just took a look at the girlfriends dance sword and it look very similar. Yours appears to be missing the brass rings that go through the small loops to attach the frog.

Awesome, thanks. It's a pretty cool looking sword, so I'm glad to have it. I took it out of my grandmas basement although I'm sure my K-bars are worth more.
So about this sword dancing. Does your girlfriend have a youtube channel? Or maybe a different-tube channel?
Yeah I'd have to say the KA-BARs are definitely worth more. The first version of my original post was rather negative on the construction of Made in India swords, one of the other reasons for the edit.
She herself does not have a youtube channel. There may be some videos floating around, but after a quick search I couldn't find any of her or her troupe. Though I did find a couple of a friend of ours who used to be in the troupe, and in the one linked she's even sword dancing.
OH MY GOD IS THAT DUBSTEP SHES DANCING TO!!?!!?
The next pic will include me balancing the sword on my head.
Nope not dubstep. Sound a bit like Turkish techno. Though I have seen Gabi belly dance to Rob Zombie. Though a couple time a month she dances with these guys live on the south side of Indianapolis.
Is that a Lion motif on the back side of the handle? Perhaps it's a ceremonial piece carried by British Officers during their occupation of India?
I can't tell anything outside of "Made in India" written on it. Curiously, Antiques Roadshow is on PBS right now.
Its a "sunset blade." there is a sunset or rise in the center and I think a bird on one side. Very decorative and it looks stamped, not etched.
Similar execution of hilt and mechanical attachment, maybe the seller can give you information.
