They're using that scrap for other things. China paid a cool $20million for a mothballed Russian carrier.

Okay, they buy a scrapped carrier. Then they go digging in the junkyard and get some of these:

and a whole bunch of these: troll Craigslist for a bunch of these:

and wind up with an aircraft carrier that will do this:

all within the Challenge budget.
