Found on the way to work. I think they must have started tying it off with that chain when it was very young, like they do with the baby elephants. Now that it's grown it doesn't know it has the strength to pull loose and run away.
Looks like fun, but with worn-slick tires it sure doesn't look like $4k. Gotta love the sign though. "For sale: Fun"
