Those single-carb air filters are killing horsepower by 30% or so, so that is only slightly impressive.   Independent throttles require fill cylinder airflow as an instantaneous figure rather than an average one.  A proper airbox would allow that engine to make its full power potential.

Seems to be the only logical reason for the tank positioned IN the seating area.
