That looks more like what's leftover after a harvest. Or like the person who stole the minivan robbed a grow. From the size of the van and the size of the stalks, there wasn't anywhere close 120lbs of smokable weed from them, but cops weigh everything, branches, trunks, rootballs, even bags of dirt to get the number up to sound like they did something important.
I almost want to post some old pictures from a 7 year old legal grow for comparison( I really miss doing this for a living) , but I'm pretty sure it's against forum rules, so I'll post a crazy scale.
EDIT: looking at the pictures in the article, he robbed a grow, and they weighed EVERYTHING.

I'd say that most likely someone outside crop that was just left on its own. It doesn't look very healthy, lol.

He just found those in the woods. A grower would strip some leaves but leave the bush for further harvests. (if it is Pot). Lucky he didn't hit one of many booby traps out there.
