There is a 76 Dodge Swinger for sale in Orem UT that has no title. The seller will only give a bill of sale. Vehicle Title Solutions website claims to get titles for $500 but I dont know if it is a scam. The website has no address on it. The public records for the company show 4554 Lampligher Lane in Santa Maria CA, but that is a house. 

Is it legal to get titles online like this? I heard that I could also get a title from Vermont for $45.

In Utah, as long as you have a bill of sale and the vin checks out and the car isn't stolen you can get a duplicate title through the DMV. I understand there is a bit of paperwork and some fees but I know a few folks that have done it. That way you know its legit and legal. Though admittedly nothing to do with titles and the DMV is nearly as easy a process as it should be.

The website seems like a scam.

This has been brought a thousand times.  Each state has different requirements.  You need to check your DMV, DOT or whatever its called, web site,  call them directly, or walk in.
