I'm trying to build a fishing rod case, and want to make it so that it can hold the reel and rod, not just the rod. I found this picture online, but can't figure out what the hell this is or how to find it. Any clues?
This one won't work out, but if I find something similar (longer or with a female input on each end) then I'd be golden, assuming it isn't prohibitively expensive.

I would be looking for workable elbows. I can't think of the right name, but I know we used them a lot building commercial buildings. Big 90s that had a screw on opening for making junctions or pulling wire easier. Check your local commercial electrical shop, maybe even Depot or Lowes will have them.
I made a PVC case when I moved across the country, but that was just threaded endcaps on 6" pipe. I like your idea of keeping the reel on though.
I'm of no help, other than to say that when a buddy of mine met us in Biloxi for a fishing weekend, he flew in one of his fancy rods in a piece of PVC pipe with end caps duct-taped on and checked it as baggage. He packed the reel in his suitcase.
I would advise against shipping the reel attached to the rod since it's going to be handled roughly and dropped numerous times. Remember those old Tourister luggage ads that featured gorillas smashing suitcases? People think that was just a made-up commercial, but in fact that was actual footage of real-life airline employees.

PVC 4" to 6" Eccentric offset reducer.

You can find different sizes that hopefully fit your needs.
Otherwise look at the plastic conduit in the electrical aisle. They have some funky shapes.
Would a large size LB without the lid come close?

Luggage handling equipment at airports never does well with stuff that is not standard luggage cube shaped.
I am assuming the goal is airline travel and not car transport because there are no end of rod and reel soft cases.
Might consider this and pack the reel?

This is not for air travel, but for portaging through brush and swamp. Unfortunately I think that most ideas here are going to be too expensive--once I get to about $20 or $30, it is probably not worth it. At that point I'll just go with a downspout for the rods and put the reels in my bag--there is one day of "brutal" portaging with no fishing; after that we only have 1-3 short portages a day. I just really, really hate to string up a pole.
The eccentric reducer seems like the best idea so far, but I'm not sure that 6 inches is big enough--if it is, I can just go with a 6inch PVC pipe with end caps. The LB would be close, but it would have to separate in the middle so that the butt of the rod could fit.

Cut and slot a 2nd tube and glue it to the 1st so the reel slides into it. It only needs to be maybe 18" long to protect the reel. Or, go the whole length and slot the other end so it holds 2.

Would the PVC and a reel bag work, or are you looking for hard shell only?

Reel cover, or reel bag? Reel bag wouldn't work since I'd have to take the reel off. Reel cover might work.

I have played the "portage" game. It sucks. I am very lazy. In my mind all the options involve too much mass. I would strap the rod inside the canoe and carry both long awkward objects at the same time.

Other question is why do you feel the need of a hard case to do the job? Plenty of cheap fabric rod-carriers to be had.
Offset Fernco w/ a PVC stub piece w/ cap or screw plug on back end?

Because I'm a clutz. And the rods could live there when not in use in my tiny apartment and I wouldn't have to worry about them getting smashed. Same with the car.

PVC is fairly heavy and gets slippery when its wet. I wouldn't want to trudge thru brush carrying a pipe. Holding the rod at your hip pointing backwards always works well for me.

The big fittings you are looking for will all exceed your budget.
How about the slotted PVC idea with a tie string bag to cover the reel?
