I have made calls like that on numerous occasions, both in California and in Texas. It has been my experience that they don't even attempt to do anything about it, ever.
I tried calling the cops on this guy who was staying at his mother's condo that was in the same complex where I lived. He had this puppy that he was abusing, and they were not interested until I told them he had beaten a fish to death in front of my wife. That was abusing wildlife, which got a Fish and Wildlife guy out to have a chat with the guy, who was on 10 years of probation for a drug charge. He moved out before my wife got around to feeding him to the alligators at Huntsville State Park. I was going to just take the dog, but I am not quite as redneck as she is.
I called the state police on one of their own. He was in the left lane of I35 north bound doing 50, right next to a young lady. (I think he was trying to flirt)
Shortly after I called he sped up to the speed limit of 70.
